Work shadowing

Work Shadowing Visit - Energap, October 2025

The ManagEnergy Work Shadowing scheme enables energy agencies and public authorities across Europe to take part in short, in-person peer-learning exchanges with experienced host agencies. Over two days, participants gained hands-on insights into the internal organisation, daily operations, and project delivery methods of well-established energy agencies.

The Work Shadowing complemented ManagEnergy's Expert Missions and Master Classes. While those activities focused on financing, technical aspects, and regulatory frameworks, Work Shadowing placed the emphasis on how agencies work in practice: organisational structures, service development, stakeholder engagement, and cooperation models.

All planned Work Shadowing activities have now been completed. No further calls for participation are foreseen.

Who took part?

The scheme was open to:

  • Local and regional energy agencies
  • Public authorities interested in establishing an energy agency

 

Between 2024 and 2025, seven Work Shadowing visits were organised, bringing together 50 participants from local and regional energy agencies and public authorities across Europe.

How did it work?

Participants were matched with a host agency based on their interests and organisational needs. Small groups of 1–7 participants visited their host agency for two days, combining peer exchange with practical learning.

Visits typically included:

  • Shadowing key staff
  • Site visits to exemplary projects
  • Interactive discussions and group work
  • Presentations for the host agency

Each visit was preceded by a short online preparatory meeting to align expectations and learning objectives.
