In a bid to foster progress and reform across the European Union, the Commission introduced the Technical Support Instrument (TSI) in 2017. The 3rd TSI annual conference held on May 12, 2023, marked the launch of a new call within the TSI 2024 cycle. It aims to offer Member States expert technical support for designing and implementing reform projects in 2024 covering a diverse spectrum of areas such as green and digital transition, diversity, finance, migration, business environment, health, and education.
The Repository of Reform Support Needs?
Central to this initiative is the Repository of Reform Support Needs, a platform crafted by DG REFORM. This repository serves as a hub for Member States to upload their individual support needs and engage in meaningful discussions. The space is not only instrumental in identifying synergies but also in crafting collaborative TSI multi-country requests, enhancing the impact of these reforms.
How Member States Can Apply?
Member States possess the opportunity to seek support by submitting requests outlining their policy areas and priorities by 31 October 2023. These requests are diligently analyzed by the Commission after engaging in a constructive dialogue with the Member States. If an authority in a Member State – national, regional or local – wishes to request reform support under the TSI 2024 annual cycle, the relevant request templates can be found in the dedicated webpage.
Member States’ coordinating authorities can submit their requests for technical support through the Commission’s IT portal for request submission. Access to this portal is granted by DG REFORM. Both national coordinating authorities and beneficiary authorities can access the portal but only coordinating authorities can submit requests for technical support to the Commission. The support rendered through TSI is meticulously tailored to each Member State’s needs. Ranging from strategic advice, conceptualization, and implementation to change management and evaluation, the assistance spans all phases of reforms. The Commission engages in a detailed dialogue with the Member State to comprehensively understand the reform needs. The expertise provided, whether from the Commission, recognized experts, or other Member States, is curated to match the specific requirements, ensuring a hands-on and concrete approach.
