The Citizen-led Renovation (CLR) Initiative is entering a new phase—scaling up its impact across Europe. Building on the success of earlier pilot actions in Ireland, Portugal, Belgium, and Bulgaria, this new open call will select five new enabling structures to support citizen-led renovation collectives over the next three years.
With funding from the European Commission, the CLR Initiative empowers citizens and energy communities to take the lead in improving residential buildings—overcoming financial, legal, technical, and organisational barriers. Renovation efforts to date have included deep retrofits with improved insulation, energy-efficient systems, and renewable energy sources.
Who can apply?
Eligible applicants include energy agencies, local authorities, NGOs, One-Stop Shops, and integrated renovation service providers with experience in supporting communities. Selected enablers will receive funding between €500,000 and €541,000, covering staff, capacity-building, communication, and travel expenses.
What is expected? Selected structures must:
- Support at least three citizen-led renovation collectives, with a fourth by December 2026.
- Help collectives implement at least one advanced-stage renovation project, addressing building envelopes.
- Offer tailored technical, financial, and project management support.
- Develop sustainable local strategies and business models for scaling up.
Selection timeline:
- Applications open: 24 March 2025
- Deadline: 9 May 2025
- Shortlist (up to 10 applicants): Early June 2025
- Final interviews and draft plans: July 2025
- Final selection: August 2025
- Start of services: September 2025 – December 2028
