Heating and cooling account for nearly 80% of household energy use and contribute 21% of the EU’s greenhouse gas emissions. Local municipalities have a critical role in advancing the EU’s decarbonisation goals by rethinking these systems. Switching to fossil-free solutions like renewable district energy can transform communities. Engaging citizens, neighborhood by neighborhood, can speed up progress, increase acceptance, and foster local ownership. Energy communities have been crucial in this shift, but more expertise is needed to strengthen public-civic partnerships and develop these projects further.
