Description

The latest State of the Energy Union report underscores a clear priority for the coming decade: building a more resilient, secure, and affordable clean-energy system for Europe.

The report’s conclusions will shape EU climate and energy policies through 2030, offering an overview of progress made and the steps that are still required.

Key Takeaways

  • Fossil Fuels Still Dominate, but Renewables Surge: Around 70% of the EU’s energy consumption in 2023 still came from fossil fuels, much of it imported. At the same time, renewable energy continues to expand rapidly, helping to cut emissions, reduce import dependence, and stabilise electricity prices. Most of the EU’s electricity now comes from clean sources, though progress varies from country to country.
  • Innovation Strengths and Gaps: According to the annexed Competitiveness Progress Report, the EU leads globally in public investment in clean-tech research and innovation. However, stronger private investment is needed to scale up new technologies and supply chains.
  • Staying on Track for 2030: Updated National Energy and Climate Plans indicate that the EU remains aligned with its 2030 goals:
    • Cutting net greenhouse gas emissions by at least 55% from 1990 levels,
    • Achieving a minimum 42.5% share of renewable energy.
  • Maintaining Momentum: The report stresses the need for faster clean-tech deployment and stronger energy-efficiency measures, especially in buildings, products, and heating and cooling. The upcoming Clean Industrial Deal for Europe and Competitiveness Compass are set to support this acceleration.

The State of Energy: Looking Forward

The report provides a long-term vision where the EU transitions into an “electro-continent” powered largely by domestic clean electricity. Achieving this will require doubling electricity’s share in final energy consumption from roughly 23% today to around 50% by 2040 to reinforce Europe’s energy security.
