Public Inclusion Toolbox for Renewable Energy

The European Commission published a public inclusion toolbox for renewable energy on 17 July 2026, part of the European Grids Package announced in December 2025.

The toolbox gives national, regional and local authorities concrete measures to involve citizens and communities in renewable energy projects, so that support for renewables at EU level actually translates into acceptance on the ground.

It sets out eight key principles for effective participation, covering everything from clear governance and transparent decision making to fair benefit sharing for local communities.The goal is simple. Better inclusion means faster and fairer deployment of renewables, helping the EU move closer to its target of at least 42.5% renewable energy by 2030.
