The new Learning Handbook on Energy Agencies, developed within the PROSPECT CUBE project, explores just that. Energy agencies are trusted, non-commercial organisations with a public mandate, helping authorities, businesses and citizens navigate the technical, financial and governance challenges of the energy transition. Today, more than 320 such agencies operate across Europe.
The handbook covers why energy agencies matter, how they're established and governed, and how they serve as effective delivery vehicles for climate and energy action, from legal structures and financing mechanisms to One-Stop Shops, renewable energy communities and climate resilience services.
