Description

The FACILITA Catalogue of Financial Mechanisms and Solutions provides practical guidance for local and regional authorities on how to finance and manage the energy renovation of public buildings. It helps them identify suitable funding instruments, combine public and private sources, and apply them effectively to meet EU energy efficiency and climate objectives.

Developed under the FACILITA project, the catalogue serves as a reference for One-Stop Shops (OSS), providing information on how OSS can streamline access to funding and technical support for renovation projects. The catalogue also outlines how municipalities can move from isolated upgrades to continuous, large-scale renovation programmes backed by sustainable financing models.

Key takeaways:

  • Grants and subsidies are essential - Non-repayable funding, such as the Recovery and Resilience Facility (MRR), European Regional Development Fund (ERDF) and Just Transition Fund (JTF), remains central to public-sector renovation financing.
  • Repayable instruments are crucial for scaling up – Loans, green bonds, leasing schemes and guarantees complement grants and help sustain investment beyond short-term funding cycles.
  • Integrated financial models – OSS can combine grants, loans, and performance-based contracts (EPCs, ESCs, PPAs) within a single structure to simplify management and maximise efficiency.
  • Combining public and private instruments for flexibility – A central proposed financial framework presented in the catalogue is a flexible structure that uses public and private instruments to strengthen OSS.

By using the mechanisms outlined in the FACILITA Catalogue, local governments can establish stable, long-term financing frameworks to deliver measurable energy savings and lasting climate benefits. Read the catalogue to learn more and improve building energy renovations.
