EU Publishes Guidance on One-Stop Shops for Building Renovation

Commission Recommendation (EU) 2026/536 supports Member States in deploying accessible, integrated advisory and financing services that guide households and building owners through the renovation process from start to finish.

The Recommendation responds to a persistent challenge: despite regulatory requirements, public subsidies, and awareness campaigns, medium and deep renovations remain far below the pace needed to meet EU climate targets. Buildings account for around 40% of energy use in the EU and over a third of energy-related greenhouse gas emissions. With the current annual renovation rate at roughly 1%, the EU needs to at least double that rate and significantly increase renovation depth to achieve a decarbonised building stock by 2050.

One-stop shops are recognised in both the recast Energy Efficiency Directive (EED) and the recast Energy Performance of Buildings Directive (EPBD) as a key instrument for removing non-economic barriers and providing integrated technical and financial support, with a priority focus on vulnerable households, people affected by energy poverty, and residents in social housing.

This guidance is a practical resource for energy agencies, regional authorities, and renovation programme managers working to scale up support services for building owners.
