Description
This best practice report from the Citizen Energy Advisory Hub focuses on the energy sharing initiative of Agra do Amial in Porto, Portugal, a pioneering example of a renewable energy community in social housing. The initiative, led by the Municipality of Porto, combines solar PV installations, collective self-consumption, battery storage, and electric mobility solutions to reduce energy costs and tackle energy poverty among vulnerable households.
Launched in 2024, the project engages around 180 families living in municipal housing and has already delivered significant reductions in electricity bills, alongside improved comfort and energy awareness. It stands out for its strong public leadership, innovative governance model, and inclusive approach, where the municipality owns and manages the infrastructure while ensuring equitable access for residents.
The report also highlights the initiative’s broader impact, including its role in testing new regulatory frameworks, enabling citizen participation, and supporting local decarbonisation efforts. By combining technical innovation with social objectives, the Agra do Amial model offers valuable insights for cities and regions seeking to develop replicable, citizen-centred energy solutions, particularly in contexts affected by energy poverty.
