Commission Report Maps Energy Efficiency Financing Across Europe

The European Commission has published a new report assessing public spending on energy efficiency and building renovation across the EU, ahead of the 2030 targets.

Description

This Commission report to the European Parliament and the Council provides a comprehensive picture of how public funds are being mobilised for energy efficiency and the energy performance of buildings across Member States.

The report underlines the strategic importance of energy efficiency as a triple win: for climate, for competitiveness, and for energy security. It estimates that every euro invested in energy efficiency in housing generates 12 euros in savings over the lifetime of the investment, and 4 euros in industry. Energy efficiency measures could also deliver up to 40% of the EU's required CO2 cuts by 2030, create 1.6 million jobs, and reduce the need for costly grid expansion.

The building sector is central to this challenge. It accounts for 36% of EU energy consumption and 40% of total energy-related greenhouse gas emissions, yet the weighted annual renovation rate remains around 1% and nearly 75% of the building stock is still inefficient by current standards. Almost all buildings standing today will still exist in 2050, making renovation a long-term structural priority.

The report provides a valuable reference for energy agencies and policymakers designing or evaluating renovation financing programmes at national and regional level.
