The North-West Croatia Regional Energy Agency (REGEA) was established in 2008 by the City of Zagreb and three Croatian Counties - Zagreb, Karlovac and Krapina - Zagorje under the framework of the Intelligent Energy Europe (IEE) Programme. After a modest start as the first regional energy agency in Croatia, REGEA is today firmly established as the leading energy centre not only for Croatia but also for the wider region embracing the South-East of Europe. The REGEA team comprising of 34 staff is working hard to promote and encourage regional sustainable energy development through renewable energy and energy efficiency projects implementation.

REGEA's scope of work includes providing information, education and promotion of exemplar initiatives across the energy sector in support of the development and implementation of national, regional and local energy plans and programmes, energy audits and certifications, energy performance contracting and public private partnerships. The Agency has developed expertise in large scale project aggregation for the public sector and the use of EU funded PDA instruments through the implementation of projects, such as the NEWLIGHT project which was the first ELENA implemented in Croatia and that achieved over 20 million eur investment in public lighting reconstruction.

REGEA also advises on the national scale for various Croatian ministries (Long-term Renovation Strategy for Buildings (according to EPBD requirements), National Programme for Energy Retrofit of Culture and Heritage Buildings, National Programme for Energy Retrofit of Commercial Buildings,…).

At the regional scale, REGEA prepared Sustainable energy action plans (SEAP) for 21 Croatian CoM signatories (including Zagreb) as well as for several South-East Europe capitals - Sarajevo (BiH), Podgorica (MN), Skopje (FYROM), and Tirana (AL).

Key indicators – REGEA’s most important results since 2008 include the following:

  • Over 150 million eur of total investment volume initiated in projects implemented together with local and regional authorities, including building retrofits, public lighting reconstruction, and renewable energy installations;
  • Over 40 successfully completed EU projects through various programs (IEE, H2020, INTERREG, IPA,…), over 20 ongoing EU projects;
  • Preparation of over 60 strategic and planning documents on the local and regional level (SEAPs, SECAPs, energy efficiency programs, and action plans for Croatian counties).
