The BAPAURA project scales up the energy refurbishment of public buildings in small and mid-size local municipalities through the implementation of multi-level, advanced services that provide technical support and innovative financing.

Supporting deep renovations in public buildings across small and medium-sized municipalities

The Auvergne-Rhône-Alpes region counts more than 4,100 municipalities out of which a large number (more than 3,500) are considered small to mid-size. The region counts more than 35,000 public buildings, only a few hundred of which are energy refurbished per annum. The small and mid-size municipalities in the region face significant challenges when meeting their energy-saving goals due to the lack of technical and legal expertise hindering the use of advanced contracting schemes.

For the past year and a half, BAPAURA has been a successful project whose main objective is local action. The project scales up the energy refurbishment of public buildings in small and mid-size local municipalities through the implementation of multi-level, advanced services that provide technical support and introduce innovative financing.

The energy renovation support service defined by BAPAURA is set up and deployed regionally by nine experimental territories; the service is provided through structures introducing “one-stop shop” services. Each territorial partner provides its expertise in energy performance and advises the supported municipalities on the financial aspects for projects. Currently, 141 energy renovation projects are being supported. The map of the supported projects over the region is available online.

Focus on the Club-House energy renovation project in Colombier Saugnieu (municipality of the region):

The municipality of Colombier Saugnieu has been assisted by ALTE 69 (local energy agency) in the energy renovation of the four buildings composing its sports complex. The first building, the city’s club-house, was inaugurated on October 13th 2022. The work carried out (insulation of the roof, external walls, joinery, etc.), will reduce the building’s energy by 50%.

Subsequently, the municipality of Colombier Saugnieu and ALTE 69 will work on the energy renovation of three other municipal buildings as well as on the monitoring and optimisation of their energy consumption

Each BAPAURA partner will organise site visits of the supported projects. The goal is to present the support service provided to municipalities and share the experience gained during the project. 

How to spread this model and contribute to the massification of energy renovation in the region and beyond?

The experience earned by partners and tools produced will be gathered in a toolbox that will be made available to all by the end of the project.

Since May 2022, each BAPAURA partner is twinned with a similar structure located in an external territory. The aim is to disseminate the BAPAURA support service model and the tools created by partners to be adapted to other territories’ specificities.
