PV self-consumption in public buildings in Castilla y León

Castilla y León’s Regional Government has tasked EREN with managing €20.5 million in ERDF funds (2021-2027) for PV solar installations in regional buildings, with 60% co-financing. Discover more about this best practice!

The Regional Government of Castilla y León has tasked EREN the regional Energy Agency, with managing a portion of the European Regional Development Fund (ERDF) for the 2021–2027 period. A total of €20.5 million has been allocated for installing photovoltaic (PV) solar systems in Regional Administration buildings, with 60% of the funding provided through co-financing.

EREN utilized its database to assess electricity consumption and access rates of these administrative buildings, excluding those with annual consumption below 65,000 kWh. This analysis identified 349 buildings suitable for PV installation.

These buildings are projected to produce an average of 1,250 net hours of PV energy annually, with an average ratio of 1.25 MWp/MW. Self-consumption rates vary by building type, ranging from 10% to 65% for hospitals, residences, administrative, and educational facilities.

From this analysis, EREN developed software to pre-dimension the power requirements for PV installations aimed at self-consumption, setting a maximum installation capacity of 22.24 MWp and a total investment of €30 million.

Priority was given to public hospitals, with an estimated investment of €8.25 million, which will yield 8.62 MWp. For other buildings, EREN projects that 56.3% of the potential investments will be executed, equating to €12.25 million for residences, administrative, and educational buildings, and a power capacity of 8.65 MWp. The total projected expenditure is €20.5 million with an installed capacity of 17.27 MWp.

Completed installations include:

- Río Hortega University Hospital in Valladolid: 1,146.6 kWp with an investment of €975,415.
- Hospital Clínico Universitario in Salamanca: 506 kWp with an investment of €485,431.

A 397.1 kWp installation at the Hospital Clínico Universitario in Valladolid, with an investment of €377,726, is currently undergoing the bidding process.

Additionally, project designs are underway for PV installations at Monte San Isidro Hospital (183.3 kWp), Santa Isabel Hospital (117.97 kWp), and Eras de Renueva Health Centre (116.48 kWp).
