ManagEnergy Expert Mission #12: Unlocking Green Potential in Cordoba

The 12th ManagEnergy Expert Mission took place in Cordoba, Spain, hosted by the Provincial Energy Agency. Over three days, energy expert Vlasta Krmelj from ENERGAP worked closely with the agency and its stakeholders to assess their current activities, identify opportunities for growth, and foster regional collaboration.

Supporting Andalusia’s Municipalities

The Provincial Energy Agency of Cordoba supports 78 municipalities, representing nearly 777,000 inhabitants. With a focus on public building energy management, sustainable mobility, and energy communities, the agency provides valuable services, including its recently established One-Stop Shop for energy communities.

Day 1: Identifying Opportunities for Growth

On the first day, the agency and expert conducted a SWOT analysis to explore its current strengths and potential areas for growth. Among the opportunities identified were increasing outreach to municipalities, enhancing visibility, and participating in EU projects to access additional resources and expertise.

Day 2: Knowledge Exchange Across Andalusia

Day two featured a regional workshop with other Andalusian energy agencies, including those from Cádiz, Granada, and Málaga. Vlasta Krmelj shared examples of successful EU-funded initiatives and projects from agencies across Europe, highlighting the value of collaboration in accessing funding and exchanging knowledge. Participants discussed how green strategies, such as the circular economy and smart specialisation, can integrate energy transition goals.

Day 3: Engaging Local Leaders

The final day brought together municipalities and provincial leaders to discuss shared challenges and solutions, including approaches to financing green projects and making use of technical assistance programmes like ELENA. Participants also explored ideas for joint staffing on EU projects and strategies to raise awareness among decision-makers about the importance of sustainable energy initiatives.

A Path Forward

The Expert Mission concluded with actionable insights to strengthen the agency’s capacity and foster collaboration. Recommendations included piloting energy efficiency measures in cultural heritage buildings, , leveraging technical assistance programmes, and strengthening collaboration with municipalities and private sector partners.
