Why an EU Coalition Group?
Establishing an EU Coalition Group is essential for promoting the integration of spatial planning within local and regional energy, climate, and mobility strategies. This integration improves sustainability and efficiency while playing a vital role in climate change mitigation. By adopting strategic spatial planning, cities and regions can effectively tackle climate challenges and lessen their effects. Such planning presents significant opportunities to facilitate the transition away from fossil fuels, including minimising individual motorised transport, curbing land consumption, and incentivising energy-efficient buildings and infrastructure.
The IN-PLAN Practice, which will be developed during the IN-PLAN project, aims to equip municipalities, counties, and regional authorities with a comprehensive guide on incorporating climate mitigation and adaptation into their spatial planning processes, along with other planning tools like mobility and infrastructure. This approach intends to actualise a municipality’s sustainable energy and climate vision—such as those expressed in a Sustainable Energy and Climate Action Plan (SECAP) or a Sustainable Urban Mobility Plan (SUMP)—while fostering institutional collaboration among various departments and stakeholders.
However, to maximise the reach of these benefits and tools, a coalition must be formed to advocate for the integration of spatial planning into local strategies. This advocacy will extend beyond national efforts spearheaded by IN-PLAN partners and their Lighthouses to the broader European Union level.
The establishment of national and EU coalitions will focus on promoting the application of the IN-PLAN Practice across Europe. The coalition seeks to achieve three key objectives:
- Clarify the concept of integrated planning and its advantages for public authorities in ensuring sustainable energy and climate strategies.
- Advocate for integrated planning at both EU policy levels (European Commission, Members of the European Parliament, think tanks, NGOs, etc.) and local/national levels (through peer-sharing and best practices).
- Disseminate the IN-PLAN Practice and policy recommendations from our lighthouses and pilot projects.
