1st Master Class Module 3, Risk analysis & development of Guarantee Schemes

On 26-28 June 2019, 15 senior staff of local and regional energy agencies gathered in Brussels to inaugurate the first ManagEnergy Master Class on Module 3.

This is not their first time at the Belgian Centre for Comic Strip Art. The 15 participants, originating from 10 EU countries (Belgium, Bulgaria, Cyprus, Denmark, France, Greece, Italy, Portugal, Spain, Romania), have all enjoyed the beauty of the location during the 1st and 2nd Modules of ManagEnergy Master Classes.

During previous editions, they have learnt about project aggregation and financing, the fundamentals of accounting and how to address banks and financial institutions. This third and final Module goes deeper into the development and use of financial instruments. What is a risk analysis? How to develop a Guarantee Fund? Participants should get a clearer vision of these topics by the end of the meeting on Friday the 28th.

As usual, this Master Class includes lots of practical group work mixed with presentations from trainers and external speakers and project pitches. The first day focuses on concept of risk: how to identify, classify and quantify risks and develop a comprehensive mitigation strategy.

Day 2 started with several presentations. Filip Dumitriu, project officer at FEDARENE presented the new developments regarding the LIFE programme and the transition from market uptake calls and projects from Horizon2020 to LIFE. Afterwards came a presentation from VIPA on the Lithuanian public and private buildings renovation programmes. This first part of the day was closed by Daniel Encinas Martin from AGENEX, the regional energy agency of Extremadura (ES), who shared his experience with Guarantee Funds with his peers. The afternoon was dedicated to practical group exercises focusing on Public-private partnership (PPP) & EPC.

The third and last day of ManagEnergy Master Classes is usually dedicated to project pitches. During three days, participants have been working on different case studies: Renewable Energy Sources, Building Renovation, and Street Lighting. Louise White from the European Investment Bank (EIB) presented the ELENA Facility, while Vincent Berrutto, Head of Energy at EASME, congratulated participants for completing the 3 Modules and handed over their certificates of attendance.

The Next Master Classes will take place on 14-16 October (Module 2) and 3-5 February 2020 (Module 3). Applications are open online.
