The European Energy Communities Facility has launched a set of new tools designed to strengthen energy communities across Europe. From a free capacity building programme to national policy fiches and a One-Stop Shop mapping tool, these resources aim to improve project viability and support long-term success.

For many energy communities, securing economic sustainability and access to finance remains a significant challenge. Developing robust business plans, navigating regulatory frameworks and building credibility with financial institutions require time, expertise and structured support.

The European Energy Communities Facility addresses these needs by combining funding opportunities with practical capacity building tools. Below are some of the key resources now available.
 

Capacity Building Programme

The self-paced online training programme supports energy community practitioners in developing strong and finance-ready business plans. Whether starting from scratch or refining an existing project, the course provides practical tools, real-world examples and structured guidance.

By completing the programme, participants will be able to:

  • Define and communicate the value of their energy community
  • Engage stakeholders effectively
  • Select appropriate governance structures and business models
  • Develop realistic financial projections and funding strategies
  • Create clear implementation plans with defined milestones
  • Establish monitoring and evaluation systems
  • Navigate regulatory and compliance requirements

The programme is self-paced, with a recommended duration of 4–8 weeks and approximately 12 hours of total learning time. It is available in English with automatic translation support.

Find One-Stop Shops in Your Area

One-Stop Shops (OSS) provide centralised guidance, technical expertise and financial support for energy communities. The Facility has mapped national and regional OSS in the 27 EU Member States, as well as Iceland, Moldova, North Macedonia and Ukraine.

This tool helps communities identify available support structures, whether they are launching a new initiative or scaling an existing one.

National Energy Community Policy Fiches

To support policymakers and practitioners, the Facility has also published country fiches analysing national legislation for energy communities across the EU and Ukraine.

Each fiche includes:

  • Legal definitions of Renewable Energy Communities and Citizen Energy Communities
  • Enabling regulatory frameworks
  • Financing and support mechanisms
  • Identified barriers and opportunities

These analyses provide valuable insights for local authorities and energy agencies working to create enabling conditions for community energy.

Following a highly successful first call that attracted nearly 700 applications, the European Energy Communities Facility will launch its second call in May.
