PLAN4CET Launches Clean Energy Transition Toolbox for European Regions

The PLAN4CET project has launched its Clean Energy Transition Toolbox, a digital platform designed to support European regions in planning, implementing and monitoring their path toward climate neutrality. The resource is freely available online and targets local and regional authorities, energy agencies and community managers.

More than a simple document repository, the Toolbox functions as a working platform. Users can explore materials by professional role, topic or pilot region and download ready to use templates, governance models, training recordings and case studies. The content builds on practical experience from three pilot regions: Navarra in Spain, Parma and Emilia Romagna in Italy, and Skåne in Sweden.

The platform is structured around three professional pathways:

  • The Transition Expert profile introduces general stakeholders to the fundamentals of climate and energy transition.
  • The Transition Manager pathway focuses on technical and political staff within local administrations, helping them integrate cross sector strategies and governance models into concrete plans.
  • The Zero Carbon Community Manager profile supports those developing and managing renewable energy communities, providing tools to guide local initiatives toward a zero carbon future.

One of the key strengths of the Toolbox is its focus on replication. Because the methodologies were tested in diverse regional contexts, other cities and regions can adapt them directly without starting from scratch. This reduces duplication of effort and helps accelerate progress toward EU climate and energy targets.

Designed with a multilingual interface and open access structure, the Toolbox will remain available beyond the project’s lifetime, ensuring long term impact and continued knowledge sharing across Europe.
