The EU Peers survey, covering 76 organisations across Europe, 35 operational One-Stop Shops (OSS) and 41 supporting organisations, finds OSS increasingly becoming an established part of Europe's renovation ecosystem rather than isolated pilots. Most surveyed organisations were set up after 2020, reflecting how quickly the sector has grown in recent years.

Local roots, different models

Over 60% of respondents operate at municipal or regional level, allowing them to build trust with homeowners and adapt services to local conditions, while national-level schemes show the model can also work at larger scale. There's no single blueprint for success: governance structures range from public bodies and private companies to cooperatives, NGOs and public-private partnerships. What successful OSS tend to share is a strong local presence, integrated services, and close collaboration with public authorities.

A key bottleneck for the sector is converting initial homeowner interest into completed projects, with the step between first enquiry and energy audit remaining the main sticking point. Encouragingly, completion rates rise sharply once households reach the assessment stage.

Funding and reaching vulnerable households

Public funding remains the main income source for many OSS, with respondents stressing that stable, long-term funding is essential for service continuity. On inclusion, around two-thirds of surveyed organisations already provide tailored support to vulnerable households, combining technical, financial and social assistance through partnerships with municipalities and social services.
