New EU Measures to Boost Energy Efficiency in Buildings

A major milestone for the EU’s building sector: the Commission has released practical tools and guidance to help Member States implement the revised EPBD and fast-track building renovations for a more efficient, low-emission Europe.

The European Commission has unveiled a comprehensive package to help Member States implement the revised Energy Performance of Buildings Directive (EPBD)—a key step toward a more energy-efficient, affordable, and competitive building sector across Europe.

This new support package combines a delegated regulation, an implementing regulation, and extensive guidance documents. Together, these tools are designed to help national authorities turn EU objectives into practical national action, ahead of the transposition deadline in May 2026.

💡 What’s in the package?

  • A new cost-optimal framework to guide national energy performance standards, tailored to local building conditions.
  • A common EU template for reporting to the EU Building Stock Observatory, ensuring better data quality and comparability.
  • A detailed guidance document (plus 13 annexes!) addressing the most pressing implementation questions raised by Member States.

At the heart of this effort is a shared vision: reduce dependency on fossil fuels, lower energy bills, and enable massive renovation across Europe's outdated building stock—where 75% still performs poorly in terms of energy use.

As Commissioner Dan Jørgensen pointed out, buildings are responsible for 40% of energy use and emissions in Europe. “A more efficient house means lower energy bills and better quality of life,” he emphasised, adding that these new measures offer Member States the roadmap to “a more competitive and decarbonised buildings sector.”

To accompany the rollout, a joint webinar with the Danish Energy Agency on 23 September 2025 will explore how digitalisation can streamline EPBD implementation and open up new business models in the renovation sector.
