NetZeroCities Introduces the 5th Cohort of the Twinning Programme

16 Mission Cities, 13 Twin Cities, one year of peer learning. NetZeroCities' Cohort 5 of the Twinning Programme pairs cities across Europe to exchange tested climate solutions and co develop joint Action Plans, starting September 2026.

Since 2023, the programme under the EU Mission for Climate Neutral and Smart Cities has brought together more than 200 cities across Europe to exchange experience, learn from peers, and replicate what works on the road to climate neutrality.

Cohort 5 pairs 16 Mission cities with 13 Twin cities across 11 city pairings, all built around ten EU funded partner projects. Twin cities came forward with concrete, tested solutions from their partner projects, and Mission cities chose the partner whose experience best matched their own local priorities and ambitions.

The partnerships for this cohort are as follows:

  • Izmir and Sofia – Cascais
  • Dortmund – Gdynia and Issy-les-Moulineaux
  • Miskolc and Zagreb – Matosinhos
  • Istanbul and Athens – Prague
  • Turku and Porto – Aalborg
  • Riga – Kifissia
  • The Hague and Sønderborg – Ghent
  • Aarhus – Hamburg
  • Gabrovo – Rethymno
  • Lappeenranta – Maribor
  • Vitoria-Gasteiz – Barreiro and Bodrum

Starting September 2026 and running for twelve months, every pairing will exchange online, take part in two in person exchange visits, and co develop a joint Action Plan to turn shared learning into local action.
