ManagEnergy Master Class 9: Learn How to Facilitate and Finance Energy Projects

In October and November 2025, ManagEnergy will host its ninth Master Class – the second on Market Facilitation and Project Development. Energy agencies and public authorities have until 26 September to apply.  

ManagEnergy invites local and regional energy agencies, municipalities, and regions to apply for its ninth Master Class, taking place in October and November 2025. This second edition on Market Facilitation and Project Development will give participants the tools and methods to turn promising ideas into large-scale sustainable energy investments.

 

What will you learn?

The Master Class will focus on projects with investment levels in the region of €1–5 million, reflecting the scale most relevant to Energy Agencies. Through practical sessions, case studies and expert guidance, participants will learn to:

  • Identify and engage critical stakeholders and market actors,
  • Assess the financial viability of sustainable energy projects,
  • Explore financing solutions and instruments suited to their context,
  • Understand procurement options and the role of public authorities,
  • Develop project management and risk management plans.

Participants will also be exposed to real-life case studies of project aggregation and funding models successfully applied across Europe, as well as policy updates from the European Commission and CINEA.

 

Format and trainers

The Master Classes are delivered in a blended format:

  • 29 October 2025 (online, morning)
  • 12–13 November 2025 (face-to-face in Brussels)
  • 27 November 2025 (online, morning)

They combine workshops, problem-solving exercises, peer exchanges, and guest lectures. This edition will be delivered by experts from the Technological University of the Shannon (TUS), OÖ Energiesparverband (ESV), and the Tipperary Energy Agency (TEA), with contributions from guest speakers including finance specialists and EU representatives.


Who can apply?

The Master Class is open to:

  • staff from local and regional energy agencies,
  • staff from municipalities and regions,
  • other local and regional public authorities with remits similar to energy agencies.

This foundational Master Class is ideal for gaining core knowledge on how energy agencies deliver on the energy transition through facilitation services. Previous participants have included junior and middle management staff.

 

Practical information

Participants may receive financial support (up to a maximum of €550) to cover travel and accommodation costs. Those who successfully complete the course will also receive a Digital Badge attesting to their new competences.
