
On 17–18 December 2024, the Starsbourg Climate Agency hosted ManagEnergy Expert Mission #14. With the support of Stéphane Mas from AREC Occitanie, the Regional Climate and Energy Agency of Occitanie, the two-day mission focused on boosting the agency’s strategic and operational capacities for supporting energy renovation in condominiums.

Learning from the Rénov’Occitanie Model
The mission kicked off with a comprehensive presentation of the Rénov’Occitanie initiative, a third-party financing scheme supporting individuals and co-owners in their renovation efforts. Drawing from five years of implementation, expert Stéphane Mas shared key insights into the model’s technical, legal, and financial structure.
Through case studies and candid feedback, participants gained a clear understanding of the challenges and success factors in encouraging homeowner investment—especially the importance of positioning public agencies as trusted third parties.
A dedicated session also explored the often-overlooked segment of small co-owned properties, where Rénov’Occitanie has demonstrated tangible impact. The expert detailed the role and ideal profile of renovation advisors working with such buildings, offering guidance to the Strasbourg team as they develop this role within their agency.
Connecting Local Expertise with European Vision
The second day shifted towards operational coordination. Stéphane Mas shared his experience navigating the complex landscape of co-owned property renovation actors, helping Strasbourg identify ways to better align their advisory services with stakeholders.
The mission also included a benchmarking session on digital tools for renovation support. Experts and local actors compared platforms and discussed how to assess their impact on renovation uptake. This forward-looking exchange brought together the ALEC of Strasbourg, AREC Occitanie, and the Eurometropolis to explore future partnerships and co-develop shared solutions.
Towards a Stronger Renovation Ecosystem
The mission concluded with a vibrant roundtable among ten Strasbourg energy professionals and project partners, identifying collaboration opportunities for the months and years ahead. With fresh insights and reinforced networks, the Agence du Climat is now better equipped to become a central player in the region’s push for efficient and inclusive home renovation.
