Access the Regio1st Planning Framework for a strategic and comprehensive tool to create sustainable and cost-effective energy strategies. The Planning Framework supports planners in integrating energy efficiency, flexibility, and energy savings principles into local and regional plans, with a focus on the Energy Efficiency First (EE1st) principle.
Regional planners can use the Regio1st Planning Framework to better manage the complexity of regional energy systems, optimise resources, and foster a more resilient and cost-effective energy future.
The Planning Framework Training Materials
Over three years, the Regio1st project has developed tools and resources in addition to the Planning Framework to help local and regional actors driving Europe’s energy transition. As part of this, a set of Training Materials was developed and is now available to access.
The Training Materials reflect eight stages of the Planning Framework, with each stage supported by a dedicated set of resources that include:
- Presentation materials outlining key concepts and methodologies;
- Interactive exercises designed for practical application and group learning; and
- Editable templates that guide users step by step through each planning phase.
These materials can be used flexibly and can be adapted to diverse regional contexts, from internal staff training to stakeholder workshops or peer-learning sessions.
More Resources From Regio1st
Complementing the framework, Regio1st provides a series of tools and supporting materials to translate planning theory into action. A detailed Guidance Note explains the underlying principles and offers methodological clarity, while tutorial videos demonstrate the tools in practice.
To illustrate how the approach works in real settings, a selection of case studies and good practice examples showcases the framework’s successful application across different European territories.
All training materials, tools, and resources are freely available to regional and local actors, energy agencies, and public authorities committed to advancing integrated, participatory, and results-driven energy and climate plans.
