
On 19 June 2025, the European Commission launched an open consultation on the forthcoming Citizens Energy Package—a major policy initiative aimed at strengthening citizen engagement in the energy transition.
This package is part of the EU’s broader push to make the Just Transition a tangible reality—particularly in coal regions and vulnerable communities—while giving all Europeans the tools and protections they need to thrive in a cleaner, smarter energy system.
Through a combination of:
- Open public consultation,
- Call for evidence, and
- Targeted dialogues (via the Citizens Energy Forum, regulatory roundtables, and expert working groups),
the Commission is collecting input to inform a Communication to be published later in 2025.
What’s at stake?
- Strengthening consumer participation and protection
- Fighting energy poverty
- Simplifying rules and improving access to financial and technical assistance
- Enabling citizens and communities to benefit from digitalisation and electrification
The Citizens Energy Package builds on recent EU efforts including the Affordable Energy Action Plan and the Clean Industrial Deal, reinforcing the role of flexible market participation and innovation that leaves no one behind.
This is a key opportunity for consumer groups, local governments, NGOs, and individual citizens to shape a more inclusive energy future.
