FACILITA: Boosting Public Building Renovation Through a European Community of Practice

FACILITA’s Community of Practice supports local and regional authorities in delivering faster, greener, and more cost-effective public building renovations across Europe.

The EU-funded FACILITA initiative has launched a Community of Practice to support local and regional actors in accelerating the renovation of public buildings across Europe. The network brings together municipalities, energy agencies, and practitioners to share knowledge, tools, and best practices for upgrading schools, offices, and civic infrastructure.

This CoP is designed to strengthen One-Stop Shops for public renovation and promote exchange between regions—ensuring that best practices are scaled and replicated quickly.

FACILITA recently held a launch event where over 50 energy‑renovation professionals from across Europe gathered to connect on public building renovation. The event showcased success stories such as:

  • CROSS: The “Croatian One‑Stop‑Shop,” which aims to trigger €66.7 million in investments and complete studies on 100 public buildings. The project will streamline feasibility studies, stakeholder engagement, and cost‑effective deep‑renovation guidelines for 88 Croatian local authorities to improve infrastructure and climate resilience in Croatia.
  • DeliveREE: Decarbonisation in Dublin, Ireland. This project prioritizes decarbonisation in project frameworks for buildings and complexes. The project has established 2 procurement frameworks covering around 40 public buildings. As this model is scalable, it could be applied to public-sector retrofits across the country.
  • A Trio of Regional OSS Pilots in Spain. A showcase on OSS pilots in Extremadura, Madrid, and Valencia presented their early‑access deliverables on legal frameworks and financing schemes, creating discussions on cross‑regional collaboration and best practices.
