
On 16 December 2025, the European Commission formally presented the European Affordable Housing Plan, the first EU-wide strategy aimed at improving access to affordable, quality housing across the Union. The Plan is structured around four strategic pillars: boosting housing supply, mobilising investment, enabling immediate support while driving reforms, and protecting the most affected populations.
Highlights of the Plan
A key objective of the Plan is to integrate sustainability and energy-efficient approaches into housing provision and construction. Under the “Boosting housing supply” pillar, the Plan promotes the use of innovative building materials and construction methods, including advanced techniques such as offsite and modular construction, with the explicit goal of increasing resource efficiency and lowering overall building costs. This is intended to enhance both affordability and environmental performance in new housing stock and renovations.
The strategy also aligns with the New European Bauhaus initiative, which emphasises design that is environmentally friendly and of high quality. By combining affordability with sustainable construction practices, the Plan seeks to contribute to broader EU aims on decarbonisation and resource efficiency in the built environment.
In addition, investment measures under the Plan are described as supporting not only affordable housing delivery but also sustainable outcomes. The Commission has announced the establishment of a Pan-European Investment Platform for Affordable and Sustainable Housing, intended to mobilise both public and private capital, with sustainability considerations embedded into financing and project selection.
The Commission has also linked implementation of the Plan to further actions in 2026, including a Citizens Energy Package aimed at lowering energy costs, contributing to a just energy transition, and reducing energy poverty to complement the housing strategy’s sustainability objectives.
