EUCF Impact Dashboard Reveals €31 Billion in Planned Sustainable Energy Investments

The European City Facility’s new Impact Dashboard shows how its first cohort of cities is mobilising €31 billion in planned sustainable energy investments, demonstrating the strong leverage effect of local climate action.

The European City Facility (EUCF) has published its new Impact Dashboard, highlighting the scale of investment momentum generated by its first cohort of beneficiaries. According to the aggregated data, 330 cities and local authorities have developed investment plans representing a combined €31 billion in sustainable energy projects.

The dashboard tracks progress across sectors, countries and funding rounds, providing a transparent overview of how local climate ambitions are being translated into concrete financial pipelines.

Early monitoring results from 140 beneficiaries show that €1.2 billion has already been secured. This represents a leverage factor of 48 compared to the EUCF’s initial €25 million budget.

So far, 330 Investment Concepts have been developed, and this figure is expected to grow as more beneficiaries progress through implementation and financing stages.

Supported by the European Commission through CINEA under Horizon 2020 and the LIFE Clean Energy Transition programme, EUCF helps municipalities turn project ideas into investment-ready plans.

The reported impacts include:

  • 15,000 GWh of annual energy savings
  • 12,000 GWh of renewable energy production
  • 11 million tonnes of CO₂ emissions reduced per year

Projects vary widely in scale and focus, from €15 million public grant projects to large-scale regional renovation programmes exceeding €1 billion. Together, they illustrate the diversity and ambition of local energy transition efforts.

While progress is strong, municipalities continue to face challenges such as financial constraints, shifting political priorities and limited internal capacity. EUCF addresses these barriers by providing €60,000 lump-sum grants and tailored technical support, enabling cities to prepare robust and bankable investment concepts.

By unlocking access to funding for building renovation, district heating, renewable energy, smart grids and sustainable mobility, EUCF strengthens the role of local authorities at the heart of Europe’s energy transition.

As more cities finalise their investment plans, the Impact Dashboard will continue to demonstrate how structured support can convert local ambition into tangible climate action.
