The European City Facility has launched its new Impact Dashboard, revealing the scale of investment momentum generated by its first cohort of beneficiaries. According to the aggregated data, 330 cities and local authorities have developed plans representing a combined €31 billion in sustainable energy investments.

The dashboard provides an overview of progress across sectors, countries and funding rounds, offering transparency on how local climate ambitions are translating into concrete financial pipelines.

€1.2 Billion Already Secured

Monitoring data from 140 beneficiaries indicates that €1.2 billion has already been mobilised. This represents a leverage factor of 48 compared to the EUCF’s initial €25 million budget. With 330 Investment Concepts prepared so far, the total amount of secured funding is expected to increase as more cities progress through implementation stages.

From Planning to Implementation

Supported by the European Climate, Infrastructure and Environment Executive Agency under Horizon 2020 and the LIFE Clean Energy Transition programme, EUCF provides municipalities with tailored support and €60,000 lump sums to transform early stage ideas into investment ready projects.

The reported outcomes demonstrate tangible impact:

  • 15,000 GWh of annual energy savings
  • 12,000 GWh of renewable energy generation
  • 11 million tonnes of CO₂ emissions reduced each year

Projects span a wide range of sectors, including building renovation, district heating, renewable energy systems, smart grids and sustainable mobility.

Supporting Local Authorities

While many cities have successfully secured funding, some face challenges such as political shifts, financing barriers and limited administrative capacity. EUCF’s technical assistance and capacity building aim to address these gaps and strengthen long term investment readiness.

The Impact Dashboard illustrates the central role of local authorities in Europe’s energy transition, showing how targeted EU support can unlock significant public and private investment at scale.
