
The European Union recently formally endorsed the Coalition for High Ambition Multilevel Partnerships (CHAMP), reaffirming its commitment to coordinated and inclusive climate action across all levels of governance ahead of COP30, which started on 10 November 2025.
What is CHAMP?
Launched at COP28 in 2023, CHAMP brings together national and subnational governments to strengthen collaboration in developing and implementing national climate strategies, including NDCs. The initiative promotes structured dialogue, coherent policy alignment, and improved access to climate finance for subnational actors, in line with the Paris Agreement’s goal of fostering cooperation at all levels of governance.
The EU has supported CHAMP’s principles since its inception, and its formal endorsement builds on that engagement, recognising CHAMP as a valuable platform to enhance collaboration between national, regional, and local governments in accelerating global climate action.
What Does This Endorsement Mean?
For the EU, multilevel governance is central to effective and equitable climate policy. Cities, regions, and local authorities play a crucial role in translating commitments into tangible results: advancing the energy transition, strengthening climate resilience, and ensuring that no community is left behind. As climate impacts increasingly affect urban areas, involving local and regional actors in the design and delivery of national climate resilience and preparedness plans is becoming essential.
By endorsing CHAMP, the European Union reinforces its approach of combining European ambition with local implementation to pursue climate action. Moving forward, the European Commission will continue to work with CHAMP partners and Member States to exchange best practices and promote integrated approaches to implementing the Paris Agreement.
