
The European Union has an agreement to permanently end imports of Russian gas and move towards a full phase-out of Russian oil.
The agreement sets a clear timeline for ending Russian gas imports. Liquefied natural gas imports will be phased out by the end of 2026, followed by pipeline gas by autumn 2027. Limited, time-bound extensions will only be possible where Member States face difficulties meeting gas storage requirements. By late 2027 at the latest, Russian gas will no longer be imported into the EU.
To prevent circumvention, the regulation introduces stronger transparency, monitoring and traceability requirements for gas imports. National authorities will be required to cooperate and exchange information, while EU institutions and agencies will closely monitor implementation and enforcement.
Member States will also be required to submit national diversification plans by March 2026, setting out how they will replace Russian gas and oil with alternative supplies. The European Commission will assess these plans, issue recommendations and support coordinated implementation.
In parallel, the EU confirmed its commitment to ban all remaining Russian oil imports by the end of 2027, with a legislative proposal expected next year. Once formally approved and published, the agreement will anchor a decisive shift away from Russian fossil fuels and toward a more resilient and diversified European energy system.
