
At the recent COP30 Conference in Belém, Brazil, a team of EU representatives engaged in negotiations and presented a new Nationally Determined Contribution (NDC) for the EU, outlining climate targets aimed to keep the EU on track to meet the 2040 climate target.
Wopke Hoekstra, the EU Commissioner for Climate, Net Zero and Clean Growth, led the EU's negotiating team at the conference while working with Danish Presidency of the Council of the EU and the Member States. Dan Jørgensen, the EU Commissioner for Energy and Housing, participated in the energy events at the conference, including the Energy Days, to push for a stronger energy transition.
Earlier in the conference, President Ursula von der Leyen addressed the General Plenary on 6–7 November, reiterating the EU’s commitment to climate neutrality by 2050 and confirming that the bloc intends to stay aligned with the Paris Agreement.
The EU enters COP30 with a defined negotiating mandate, including work on a new proposed Nationally Determined Contribution (NDC) for 2035. The draft range would target a 66.25–72.5% reduction in net greenhouse gas emissions compared with 1990 levels, covering all sectors and greenhouse gases. This proposal is intended to support the EU’s trajectory toward its 2040 climate target, for which discussions are ongoing.
