EU Adopts CISAF: A New Framework to Support Clean Industry and Energy Transition

The Commission’s new CISAF framework enables public support for clean energy, industrial decarbonisation, and clean tech manufacturing—paving the way for a competitive and just EU transition by 2030.

On 25 June 2025, the European Commission adopted the Clean Industrial Deal State Aid Framework (CISAF). In force until 31 December 2030, CISAF replaces the Temporary Crisis and Transition Framework and gives Member States new tools to support the net-zero industrial transition.

The framework allows targeted State aid in five key areas:

  • Accelerating the rollout of clean energy
  • Compensating energy-intensive users
  • Supporting industrial decarbonisation
  • Boosting EU clean tech manufacturing
  • De-risking private investment in strategic sectors

CISAF is part of the broader Clean Industrial Deal, designed to strengthen Europe’s industrial base while ensuring a just and competitive transition.

For energy agencies, the framework offers clear opportunities to work with national authorities on supporting clean infrastructure, manufacturing capacity, and blended finance schemes.
