
The first pre-proposal stage of a call for proposals from Driving Urban Transitions (DUT) is open until 17 November 2025. The call is open to transnational research or innovative projects that aim to help cities become climate-neutral and resilient.
Who Can Apply And For What?
The call for proposals invites research organisations, companies, commercial organisations, urban government authorities, consumers, civil society representatives, and actors from the cultural and creative sector to apply.
The call is directed towards transnational research and innovative projects, meaning that submitted projects must have at least three partners from three different participating countries and include at least one local authority or municipality.
Eligible projects will be 3-year research and innovation projects under a wide range of scientific disciplines that support urban climate neutrality or resilience. They will also contribute to at least one of DUT's thematic areas: 15-minute City, Circular Urban Economies, and Positive Energy Districts.
The approximate total funding for this call is €44 million. There is no fixed minimum or maximum amount of funding that a project can request, but most are expected to request around €1–2 million.
The Selection Process
Pre-proposal submissions are welcome until 17 November 2025. Around February 2026, selected applicants will be invited to move on to the second stage of the application, which requires the submission of a full proposal by 23 April 2026.
Funding decisions are expected to be announced in July 2026, with projects commencing in late 2026 or early 2027. Some countries may be required to submit a separate national application. More details about this requirement are available on the DUT site.
