
The European Commission has launched calls for evidence and public consultations on two major initiatives: the EU Electrification Action Plan and the EU Heating and Cooling Strategy. Contributions will be used to inform the Commission's work on these initiatives, helping them identify areas of improvement and develop ways to alleviate barriers.
Submissions to the calls and consultations will be accepted until 20 November 2025. Following this stage, publication of these items is expected in early 2026.
Both the EU Electrification Action Plan and the EU Heating and Cooling Strategy are part of the EU’s Clean Industrial Deal and Action Plan for Affordable Energy, which aim to cut fossil fuel use, strengthen competitiveness, and support the transition to a secure, low-carbon energy system.
The Electrification Action Plan will identify barriers and set policy priorities to expand the role of clean electricity in Europe. Currently, electricity accounts for less than a quarter of Europe’s energy use, and the Commission stresses that wider adoption is essential to meet climate goals.
The Heating and Cooling Strategy targets a sector that makes up half of EU energy demand, 70% of which is still fossil fuel-based. By focusing on areas such as efficiency, clean heating technologies, and waste heat recovery, the strategy seeks to accelerate decarbonisation while reducing costs for households and businesses.
Commissioner for Energy and Housing Dan Jørgensen underlined the importance of the consultations: “Boosting electrification and decarbonising heating and cooling will deliver cleaner energy at competitive prices, benefiting both the economy and the climate.”
