
The EU Covenant of Mayors has opened applications for its Peer Review Programme 2026, offering regional and sub-regional authorities and non-profit organisations a structured space to exchange experience, build capacity, and strengthen their support to local authorities on climate and energy action.
A focus on climate adaptation
This year's programme centres on a pressing challenge: building preparedness to climate risks and strengthening adaptation to climate change. As floods, heatwaves, and droughts become more frequent across Europe, many regions still lack the structures or methodologies needed to help municipalities assess risks and develop coherent adaptation strategies. Aligned with the #CitiesHitRefresh engagement action, the programme provides a space to exchange on climate risk assessment, vulnerability mapping, and coordination mechanisms for adaptation planning.
How it works
The programme is built around peer-to-peer exchange through structured online sessions. Participants can join either as mentees, looking to develop their knowledge and tools, or as mentors, contributing their experience and lessons learned. Each participating organisation will also develop a customised roadmap outlining how the insights gained can strengthen their future work with municipalities.
Who can apply and how
The programme is open to Covenant of Mayors Coordinators and Supporters from EU-27 and EFTA countries. The call for applications is open until 15 May 2026.
