
A new Horizon Europe call for proposals is accepting applications for projects that support European strategic autonomy and a net-zero economy through Pre-Commercial Procurement (PCP). This initiative supports public procurers and local authorities across Europe to lead the transition toward climate-neutral and resilient cities. The goal is to use PCP to drive the creation and adoption of innovative, low-carbon solutions that reduce greenhouse gas emissions and strengthen Europe’s strategic autonomy. The call is open until 20 January 2026 at 17:00 CET.
What Projects Are Eligible?
PCP actions bring together procurers with similar needs to jointly procure innovative climate solutions in cities.
Projects should:
- Stimulate innovation from the demand side by encouraging public authorities to procure cutting-edge, market-ready solutions to cut greenhouse gas emissions.
- Support clean technologies in key sectors such as energy efficiency, renewable energy, smart mobility, and digitalisation.
- Open opportunities for innovative companies, such as SMEs and startups, to scale up through public procurement.
- Boost market uptake by sharing results widely and supporting standardisation or certification efforts.
- Quantify emission reductions expected by 2030 and 2050 compared with an initial baseline.
To ensure real-world impact, applicants should indicate plans to:
- Involve end users such as local teams, regional structures, and citizens throughout the process.
- Consult the market before launching tenders to encourage broad participation.
- Effectively deploy solutions to demonstrate how they will continue to be used and scaled after the project ends.
