Applications Open: Join the First ManagEnergy Master Class on Heating & Cooling Plans

Applications are now open for the first ManagEnergy Master Class dedicated to Heating & Cooling Plans, supporting Energy Agencies, cities and regions in developing strategic approaches to decarbonising heating and cooling systems across Europe.

The first-ever ManagEnergy Master Class dedicated to Heating & Cooling Plans is now open for applications. The programme will support staff from local and regional Energy Agencies, as well as local and regional authorities, in strengthening their expertise to plan and deliver sustainable heating and cooling solutions across Europe.

This new module responds directly to the growing need for Heating and Cooling Plans as outlined in Article 25 of the Energy Efficiency Directive. Participants will explore how to take a strategic approach to the decarbonisation of heating and cooling systems at local and regional level, while gaining practical knowledge on policy, planning, technologies, finance, and market development.

Since its launch, the ManagEnergy Master Class series has successfully delivered 11 editions, bringing together hundreds of participants from across Europe to strengthen the capacity, expertise, and knowledge needed to develop sustainable energy projects. Beyond technical learning, the classes also provide valuable opportunities for peer exchange and networking.

A blended learning experience

The Master Classes are delivered in a blended learning format, combining online learning with an in-person training session in Brussels:

  • 23 September 2026 – Online session (morning)
  • 08–09 October 2026 – Face-to-face session in Brussels
  • 20 October 2026 – Online session (morning)

The programme combines interactive tuition, workshops, case studies, guest lectures, and problem-solving exercises led by leading energy experts and experienced practitioners from local and regional Energy Agencies.

What participants will learn

Participants will explore key aspects of heating and cooling planning, including:

  • Heating and cooling market development
  • Relevant decarbonisation technologies such as biomass and heat pumps
  • Assessment and estimation of heating and cooling loads and demands
  • Regulatory frameworks and policy context
  • Planning and financing approaches
  • Market facilitation and sector developments
  • Heating & Cooling Plan services that Energy Agencies can develop
  • Collaboration with key experts supporting implementation

 

On completion of the Master Class, participants will:

  • Understand the obligations and opportunities associated with the decarbonisation of heating and cooling
  • Gain technical and financial planning skills for strategic heating and cooling decarbonisation
  • Explore approaches to assessing heating and cooling demand and selecting appropriate technologies
  • Be equipped to launch or support the development of local Heating & Cooling Plans in their regions

Leading experts

This Master Class will be led by Seamus Hoyne, Dean of Flexible and Word Place Learning at the Technological University of the Shannon (TUS) and ManagEnergy Coordinator, together with Christiane Egger, Deputy Manager at OÖ Energiesparverband (ESV) and member of the core ManagEnergy Team.

Financial support available

Participants can benefit from financial support of up to €550 to cover travel and accommodation costs linked to the Brussels session.

Those who successfully complete the programme will also receive a Digital Badge certifying their participation.
