Homegrown Energy Webinar Series – Building Energy Communities with Citizens

The EU Covenant of Mayors has launched its Homegrown Energy Engagement Action to help municipalities become active enablers of energy communities in their territories.

As part of this action, four online webinars will take place between May and June 2026. Organised in collaboration with partner projects and initiatives including the Citizen Energy Advisory Hub, ISLET and ManagEnergy, the series will guide local authorities through the development of energy communities, from understanding the policy context to engaging citizens and managing projects in practice.

This second session will focus on citizen engagement and participation. It will explore how local authorities can involve residents in the design, governance and implementation of energy communities, drawing on the tools and experience of the Citizen Energy Advisory Hub, including its citizen panels. Two case studies will show what meaningful participation can look like in practice.
