Description

Heating and cooling represent a major share of Europe’s energy demand, making their decarbonisation a cornerstone of both national and EU climate objectives. The 11 October 2025 deadline for the transposition of the Energy Efficiency Directive (EED) has now passed, meaning that national frameworks for heating and cooling planning should be in place, and attention is turning towards their local and regional implementation.
Under Article 25 of the EED, municipalities with more than 45,000 inhabitants are required to develop local heating and cooling plans. This new obligation will put increased pressure on regional and local authorities to start applying EU legislation and national frameworks on the ground in the months ahead.
Regions, local and regional energy agencies will be on the front line to support this process — helping municipalities map heat sources, assess cooling needs, select appropriate technologies, engage stakeholders, and mobilise financing.
This ManagEnergy Online Seminar, organised in partnership with the Covenant of Mayors - Europe,will bring together EU policy and financing experts from the European Commission and the European Investment Bank, alongside regional energy agencies who are part of the Covenant Community, to explore how these new frameworks can be implemented effectively. Participants will learn about the EU policy context, discover available financing instruments, and hear replicable best practices from regions already leading the way in heating and cooling planning.
Participants will gain insights into the latest EU policy developments, available financing instruments, and the practical tools that can empower regions and agencies to accelerate the heat transition.
